I read online that you take a litter box, put in a liner,put a little litter and ceader shavings in. put the box in bathroom. say ‘no’ in a stern voice if they go on the floor will it work in time?

My rabbits have a hutch where they can go inside and outside, now where they can go inside they have black bugs with long torsos and little heads and then there is little centipeed looking beetles and they both like to burrow under the shavings. Are my rabbits at risk or are they fine. And what should I do about the bugs!!! I already cleaned out the cage and now they're back!!!
(I don't have enough money to replace the cage)
